Founded in 1985, the Group began its activities in the healthcare sector in France under the name SFEH. In 1992, it expanded its presence to Spain, operating under the name IECSA.
Its international reputation is based on the quality of its multiple turnkey hospital infrastructure projects, first in Africa, then in Latin America and China.

In the field of healthcare, IECSA’s engineers collaborate closely with the clinical and biomedical engineering team in Paris, and leverage the expertise of Argentine specialists in the agro-industrial sector.

A multi-cultural and interdisciplinar team
Raphaël ORTEGA COSTE – Chairman and CEO
- Raphaël holds an MBA from Argentina’s UCEMA University.
- Raphaël began his career in 1995 with the Accor group in Buenos Aires, in charge of developing a hotel portfolio in Argentina, Chile and Uruguay.
- In 2006, he took over the management of the IECSA subsidiary in Madrid. He refocused sales on Africa and China, and diversified into the agro-industrial sector.
- In 2016, he succeeded his mother, company founder Georgette ORTEGA, as CEO of the Group.
Benjamin DUNBAVAND – Development Department
- After studying international business, and working in the retail and consulting sectors, Benjamin joined the SFEH Group in 2003 to develop single-use consumables and medical devices international trade.
- He quickly moved on to hospital infrastructure Project Management, before taking over the Development Department.
- Today, he oversees the activities of the Paris office and participates in the management of Group-wide strategic projects.
Marc Mayo – Engineering & Technical Department
- Graduated in biomedical engineering.
- After a first job in a cardiology institute, Marc joined IECSA Argentina in 2000 to manage hospital projects in South America, then in Asia and Africa from IECSA Madrid.
- From 2008, he actively contributed to the launch of turnkey projects in the agro-industrial sector.
- More recently, he took over the Technical Management team at group level, helping to integrate the technical teams of SFEH and IECSA.
Elsa Nègre – Health Projects Department
- Graduated from the University of Compiègne in biomedical engineering.
- 10 years’ international experience in the healthcare sector (medical equipment, design and construction companies, NGOs) with two areas of specialization: biomedical engineering and hospital engineering (buildings).
- Design and implementation of major healthcare infrastructure projects (France, Iraq, Mali, Madagascar, Afghanistan…) ranging from 1,000 to 85,000 m2.
Jose Luis Herrera – Business Development East Africa
- Graduated from ICADE (Madrid) in Business Administration and Economics.
- As an international trade enthusiast, Jose Luis has lived in South America, the United States and Africa, and has devoted the past 30 years to business development in the healthcare, agri-food and energy sectors, working for various companies.
- He joins the SFEH Group in 2022 to boost project development, particularly in East Africa.
Martín del ALAMO – Agro Projects Department
- Graduated from the Faculty of Economics at the University of Rosario in Argentina, Martín has acquired over 20 years’ multicultural experience in international project management in various sectors.
- In 2006, he specialized in the agro-industrial sector, mainly in the meat industry, and joined IECSA to dedicate himself to the Agro business.
- His experience enables him to work in complex environments and in remote or isolated areas.
Jorge Manuel RODRIGUEZ – Projects Department Angola
- Holder of a Master’s degree and a Diploma of Advanced Studies (DEA) in Mechanical and Thermodynamic Engineering from the Technical University of Lisbon, Jose Manuel began his career in higher education as a research assistant and then teacher- researcher.
- He then moved into the private sector, where he held several positions as construction and worksite Manager.
- He joined IECSA in 2012 and to carry out the responsibility of construction sites before taking over the technical coordination of all projects in Angola.
Simon Bendelac – Administration and Finance
- With over 25 years’ experience in administrative and financial management within the Group, Simon is in charge of SFEH’s financial integrity and the legal and fiscal compliance of operations.
- He ensures the financial engineering of projects through his knowledge of complex export financing and guarantee mechanisms, dealing with banking establishments and various credit agencies.
Habbib Ouattara – Execution Management
- With a degree in Electrical Engineering from the Institut National Polytechnique Félix Houphouët Boigny in Côte d’Ivoire, Habbib specialized 10 years ago in the Clinical and Biomedical field, mainly in the installation, commissioning and maintenance of medical equipment, and technical lots.
- Since November 2021, he has held the position of Construction site Manager for the medical equipment department within the ALVEAR subsidiary, coordinating the local technical teams.
Daoudou Kamagate – Installation and Maintenance
- BTS in electronics along with various specialized training courses in medical and hospital technology.
- Over the years, Daoudou has specialized in the installation and commissioning planning and management as well as preventive and corrective maintenance of medical devices (dialysis, sterilization, operating theatres, dentistry, ophthalmology, medical gas production plants).
- He has worked on various projects in Africa (Ivory Coast, Djibouti, Chad, Angola)
Françoise Paulin – Strategy and Organization (Consultant)
- Graduated from the ESCP Business School
- After a 25 year multi-sectorial experience, working for major international groups (Vivendi, Teleperformance) and SMEs, in positions such as foreign subsidiaries Manager (Caracas, Barcelona and Moscow) and international Manager, Françoise turned to Consulting, advising companies on strategy and growth management issues, especially in an international environment.
- She has also held positions as Managing Director, and Board member.
